Belarus is in a state of demographic transition, the number of employed population is decreasing. This softens the problem of unemployment, but it leads to an increase in the demographic burden on the employed population and complicates the task of the state to fulfill its social obligations. Until now, this task has been solved by increasing the degree of centralization of finance. The labor market has adapted to the recession mostly due to lower wages and, to a lesser extent, through higher unemployment. Low-paid employment and a lack of work were the main reasons for the increase in poverty.
