There are indicators and ratings that allow you to compare with other countries the level of professionalism of not only, for example, football players and other athletes, or scientists, but also the level of professionalism of the public managers. For example, at present Belarus occupies the 93rd place in the world in football in the FIFA rating, and, accidentally or not, occupies same 93rd place in GDP per capita at the nominal rate according to the IMF (2016). Moreover, GDP per capita depends on the quality of state regulation of the economy. According to the World Bank’s rating, in 2016 Belarus took one of the last places in Europe and the CIS countries in this indicator. Worse things were only in three countries of Central Asia – in Turkmenistan, Uzbekistan and Tajikistan.
